Can Contacts be delivered by mail from the USA to Rome?

They can be delivered by mail, but remember the post offices in the US, doesn't always mesh with the postal service in Italy, and there is no guarantee that the contracts will be delivered in a timely manner.

I suggest you consider FedEx, or UPS. They will guarantee delivery on the date you specify.
